Terms of Reference (Tor)
For
FY’19-20-WASH Annual Consultative Workshop
1. Introduction
World vision Ethiopia WASH division had been planning I-WASH program
among 44 APs, 31 (CIEF + GtN ) grant projects & 12 emergency IDPs in
Fy’19 and the operation had also prepared a plan for implementing its
program in > 44 APS with sponsorship & base fund, 30 woredas by GtN and
from 2-4 woredas by CIEF project . The division will have a plan to handle
WASH consultative workshops for WASH staffs (APs to HO), AP level MEAL
officers, AP Managers & CPO WASH officers, CPO managers, Regional WASH
coordinators & Regional program coordinators in five selected towns which
will create an opportunity to get some lessons the FY’19 status and will
gather learnings for this year implementation.
The workshop dates November 18-22, 2019 in three towns and from
November 25-29, 2019 in two towns. The training venues will be held in
Adama, Jimma, Hawassa, Bahirdar & Mekele.
The objective of this FY’ 20 annual work shop will basically to evaluate the
year to date accomplishments based on the action plan that we planned in
the last year’s workshop and will set the fy’-20 action plan too. Besides,
giving new updates & make clear discussion on the bellow key specific
objectives:
Scale & internalizing WASH business, MHM packages in schools , CASH
tool in HCFs and water utility management
Internalizing water supply systems, study and Design, Construction
Supervision and Contract Administration, integrated water supply
orientation, water quality assurances.
Program feasibility , quality data management, & financial allocation,
utilization & its management
About 2020 WASH peer review and new updates
The division will encourage and motivate the staffs who are the best
performers in FY 2029. Besides.
2. Key issues that will be addressed
Contents:
1. National One WASH, Sustainability (FY’19 global peer review
Evaluation) , Universal Coverage, GTP II, SDG, Utility Management
Model/ Multi Village Water Supply, Our Promise 2030, FY19 Status and
FY20 Plan . About inclusive Water supply, VIPLs , MHM safe space &
HWFs ,CASH,
2. Feasibility Study (drilling), Drilling, Water Quality (wrt drilling) and
EM.
3. Feasibility Study (surface), Design (inclusive), Solar Water Pumping,
Water Quality Management, Supervision, Contract Management
4. Emergency WASH (including Group Work/Discussion and action
points/plans/the way forward)
5. Inclusive Water supply, VIPLs, MHM & HWFs (including Group
Work/Discussion and action points/plans/the way forward)
6. WASH Business and its business modalities
7. School WASH program including MHM
8. HCFs WASH program including CASH
9. MEAL/Communication/Reporting/ (including Group Work/Discussion
and action points/plans/the way forward).
10. Financial Management (including Group Work/Discussion and
action points/plans/the way forward).
11. APs presentation on WASH (FY19 Status, Lessons learned and
challenges encountered and actions taken; FY’20 DIP, 5 minutes for
each AP)
12. FY’20 WASH peer review
3. Presentations will accommodate the following as a
guidelines
All the issues to be discussed should not only be raised from our end
rather all should be the challenged from ground that we get
information from our experience or from AP/CP water and /or S & H
experts
No one direction (top to bottom) only presentation, all must be
consultative, and at hot discussion with live issues,
No solution and direction works from one side, all expected to be set
with common agreement/understanding.
Only agreed agendas to be presented, the body of the presentation are
our discussion points,
All agendas should circle around the real challenge on ground
Agendas should be in line with sustainability, WASH Governance, Utility
Management, full WASH coverage, Multi village system, Innovative,
GTP-II, etc ,
Agendas should rotate around our FY-20 DIP and needs to be related
with the expected challenge and its solution.
New Approaches and manuals should be shared.
RPMs and S & H team should approach AP/CP/RO to get their real
challenges, before and while preparing PPT
Listening to the WASH team at all level is by far greater than telling
them
Clear and specific questions are need to be shared before and during
workshop to have clear direction and action points.
4. Participants according to Geographic arrangement

Managers and CPO MEAL officers, CPO WASH officers , CPO managers ,
regional WASH coordinators , regional program coordinators, regional A/

consultative workshop.
