IDENTIFY THE DESCRIPTION RISK OR PROBABILITY OF
HAZARDS/THREATS IT HAPPENING
Home invasion happens when
someone illegally enters a house to
steal or cause harm. We’ve
HOME INVASION experienced a home invasion in the HIGH
past, so the risk of it happening again
is high. The memory of that incident
makes us more aware of the
possibility, especially if security isn’t
always reliable.
Fires can spread quickly in areas
where homes are built closely MEDIUM
FIRE together, like in our compound. Since
the houses are so near each other,
even a small fire can easily spread
and cause major damage.
Floods happen when water enters the
home due to heavy rain or poor
drainage. Fortunately, our house is LOW
FLOOD built on higher ground, so we are less
likely to experience flooding, even
during strong rains.
Typhoons can bring strong winds and
heavy rain that damage homes and
infrastructure. However, since our
TYPHOON area is not prone to these types of LOW
storms (thanks to the Sierra Madre)
and the house is in a stable location,
we consider the risk low.
Vehicle collisions involves accidents
with cars or other vehicles, and since
our house is located right beside the
VEHICLE COLLISION road, this is something we are very HIGH
aware of. There’s always a chance
that a vehicle could swerve off the road
or cause an accident nearby, making
this a high-risk concern for us.
FAMILY COMMUNICATION DISASTER PLAN
Considering the most hazardous disaster may happen in your community, create your FAMILY COMMUNICATION
DISASTER PREPAREDNESS PLAN. Then, discuss it with all the members of your family for their comments and
suggestions.
FAMILY LAST NAME: ___ABOGADO_____
INSTRUCTIONS:
Please gather your family members and discuss the different possible scenarios you mightencounter in your own homes. After
identifying possible hazards and threats. Try to formulate strategies that your family can utilize for better chances of survival.
List down situations that will require contingency plans. Also gather suggestions coming from each family member to hear
their thoughts about the survival strategy and action plan that each member should follow in case of such a situation.

LOCAL COMMUNITY EVACUATION MAP LOCATION
(You can use Google Earth, Google Map, and Hazard hunter to identify the location and
map out possible emergency routes. We can also use the How safe is your house? app
made by Phivolcs for your house assessment.)
HOME EVACUATION ESCAPE PLAN:
Draw an initial draft for the escape routes that you can use if members of your family need
to evacuate during an emergency. Note that this should be discussed with every family
member and thoroughly explained to the youngest family member. It is ideal that your
family conducts a yearly or quarterly evacuation exercise to better familiarize each
member of the family with what to do before, during, and after the need for evacuation in
your own homes.
NOTE: Make sure every family member understands the evacuation plan and the location for meet
up will be nearest to the area from where the youngest among the family can easily travel by foot.
It is best that you discuss this evacuation plan with each of your family members.
A good exercise activity with your family would be to walk around your house and identify
possible different locations on how to exit your homes. It is ideal to identify the different
locations where you can put your Emergency GoBag in each of the rooms within your homes.
Identify potential bottlenecks or funnels in your home that could trap someone during an
evacuation. Recognize and address high-risk areas related to specific hazards. These threats
may arise from various disasters or common incidents, such as home invasion or intruder
alerts. Discuss with your family the different scenarios in which these events might occur,
including:
Home Invasion or Intruder Alerts:
- Let’s come up with and practice ways to stay safe if an intruder comes in. We need to know how
to respond quickly and quietly.
Fire:
- We should have clear escape routes, working fire extinguishers. Let’s create and practice an
evacuation plan so everyone knows what to do.
Flood:
- We need to secure heavy furniture so it doesn’t tip over. Let’s figure out safe spots in the house
where we can go if flooding happens. We should also practice flood drills to stay prepared.
Typhoon:
- Let’s get emergency kits ready, secure anything outside that could get blown away, and find safe
areas in our home where we can stay safe from strong winds and flooding.
Vehicle Collision:
- Since our house is near the road, we need to be extra careful. If there’s a vehicle collision nearby,
let’s stay inside and away from windows. We should keep emergency numbers handy in case we
need to call for help. It’s also a good idea to have a plan for getting to safety if the situation
escalates.
Try to engage your family in discussions and drills for each of the following scenarios to
ensure everyone knows what to do to stay safe. You can use the template forms below:
HOME FLOORPLAN LAYOUT
HOME INVASION EMERGENCY EVACUATION ACTION PLAN
List down the possible scenario and survival strategies or things each member of the
family should do in case of a HOME INVASION:
SCENARIOS:
Scenario 1: Forced Entry through Barricade
An intruder forces their way into the house by breaking the back door or a window. The family is caught
off-guard but hears the intruder. The intruder’s intent is to steal valuables but may also harm anyone
who gets in their way. The family members are in different parts of the house when this happens.
Scenario 2: Night time break in
An intruder sneaks in while we’re all asleep, using tools to quietly get past the locked doors or windows.
They want to steal things without waking us up, but if they get caught, they might get violent. We’ll need
to act fast if we hear any strange noises to stay safe and avoid a confrontation.
SURVIVAL STRATEGIES AND ACTION PLAN (Steps to be taken):
BEFORE THE HOME INVASION:
1.
Before going to bed or leaving the house, double-check that everything is securely
locked. Front door, back door, windows, everything. This is our first line of defense.
2.
Keep our important items like cash, jewelry, electronics in a secure and safe place.
Make sure that they’re out of sight and harder to find.
3.
Prepare emergency tools. We’ll keep a flashlight, our phones, and a few defensive
items like bat in easy to reach places in our rooms. This is for quick access in case we
need to defend ourselves.
4.
Since we don’t have a security alarms and CCTV, we can place objects near our doors
and windows (like a noisy item) to alert us if they are moved or knocked over. These
small noise traps will help us notice if someone is trying to break in.
5.
Everyone of us should know the quickest way out of our room. In case we need to
leave the house fast, know where the nearest window or exit is. We’ll also have a
meeting place outside where we can meet safely.
DURING THE HOME INVASION:
1.
If someone notices something wrong (like hearing breaking glass or strange noises),
let’s alert the others without making noise. Use the emergency signal we discussed,
like sending a quick text message. The goal is to let everyone know without alerting the
intruder.
2.
Call local emergency hotline immediately.
3. If we can, we should lock ourselves in a safe room or hide in a secure spot. The goal
is to stay out of sight and make sure the intruder can’t reach us. Stay quiet and don’t
make any unnecessary movements.
4. Our priority is staying safe, not fighting the intruder. We should remain quiet and avoid
confrontation unless it’s absolutely necessary. If we stay hidden or locked away, they
might not even know we’re there.
5.
If one of us is directly confronted and has no way to escape, be ready to defend
yourself. Use whatever you can like throw objects, anything to protect yourself until you
find a safe way out.
AFTER THE HOME INVASION:
1.
Check on everyone’s safety.
2.
If anyone’s hurt, we’ll call for medical assistance right away. Let’s not hesitate to get
help if needed.
3.
Report the incidence to the Barangay and Police.
4.
Alert the neighbors about the incident so they can be vigilant. And to avoid future
incidents, and have everyone on alert.
5.
Once everything calms down, let’s sit down together and talk about what happened.
We need to figure out what worked and what we can improve. We should make sure to
change all the locks on the doors and make them extra secure. Let’s also think about
putting together an emergency kit in an easy-to-reach spot, so we’re better prepared
for anything in the future.
OTHER REMARKS:
- We’ve already been through a similar situation in the past, where an intruder broke in to steal
items. Fortunately, no one was hurt, but this experience has made us more prepared in case it
happens again.
- Regularly practice this plan so we all know what to do if something happens.
FIRE EMERGENCY EVACUATION ACTION PLAN
List down the possible scenario and survival strategies or things each member of the
family should do in case of a FIRE EMERGENCY:
SCENARIOS:
Scenario 1: A short circuit in wiring or faulty appliances causes a fire in the living room.
Scenario 2: A fire starts in the kitchen, possibly due to unattended cooking or flammable materials
near the stove.
SURVIVAL STRATEGIES AND ACTION PLAN (Steps to be taken):
BEFORE THE FIRE:
1.
Let’s make sure that all flammable materials, like papers, clothes, and cleaning
supplies, are stored safely away from heat sources in the living room and other areas
of the house.
2.
We need to get into the habit of unplugging any electronics we’re not using, especially
in the living room where devices may be left on for long periods. This helps prevent
overheating and reduces the risk of fire.
3.
We should create a fire escape plan that includes two ways out of the living room and
the rest of the house. Let’s choose a designated meeting spot outside where we can all
gather.
4.
We need to make sure we have a fire extinguisher accessible in the living room.
Everyone should know where it is and how to use it in case of an emergency.
5.
Let’s check the wiring and appliances in the living room for any signs of damage or
wear. We should also ensure that the area is tidy and that exits are clear.
DURING THE FIRE:
1.
If we notice a fire in the living room, let’s remember to stay calm. Take a deep breath
and quickly assess the situation.
2.
Shout to alert everyone in the house about the fire. If it's safe to do so, use your phone
to call emergency services immediately.
3.
Follow our escape plan and leave the house quickly. Remember to stay low to avoid
smoke inhalation as we exit.
4.
If it’s safe, quickly grab essential items like our phones, wallets, important documents
and any medications before leaving the house.
5.
Once outside, we’ll go to our designated meeting place and make sure everyone is
accounted for. We should not go back inside for any reason.
AFTER THE FIRE:
1.
Once we’re safe outside, we need to call emergency services to report the fire, even if
it seems small.
2.
Let’s make sure everyone is okay including the dogs and check for any injuries. If
anyone needs medical attention, we’ll seek help immediately.
3.
Follow our escape plan and leave the house quickly. Remember to stay low to avoid
smoke inhalation as we exit.
4.
After things settle down, let’s sit together and talk about what happened. We need to
figure out what we can learn from this experience.
5.
Plan for Recovery
OTHER REMARKS:
FLOOD EMERGENCY EVACUATION ACTION PLAN
List down the possible scenario and survival strategies or things each member of the
family should do in case of a FLOOD DISASTER:
SCENARIOS:
SCENARIO 1: The barangay issues an urgent announcement over the public address system,
instructing all residents to stay indoors due to heavy flooding on the roads. The floodwaters have
reached dangerous levels, making it unsafe to venture outside or drive.
SCENARIO 2: The weather bureau announces that the typhoon signal has been raised to level 2 in
our area. The barangay advises all residents to stay indoors and prepare for possible power outages
due to the strong winds.
SURVIVAL STRATEGIES AND ACTION PLAN (Steps to be taken):
BEFORE THE FLOOD:
1.
Keep track of weather updates and barangay announcement.
2.
Move important documents, electronics, and valuable items to a higher place.
3.
Prepare enough food, water, batteries, charge phones, and prepare emergency
supplies.
4.
Check the roof for holes.
5.
Check all the drainage.
DURING THE FLOOD:
1.
Stay indoors.
2.
If water is rising near electrical outlets, turn off power.
3.
Keep emergency items nearby like flashlights, a radio, portable charger, and
emergency bag.
4. Monitor water levels around our house.
5.
Be ready to evacuate if the barangay issues an order.
AFTER THE FLOOD:
1.
Don’t leave the house until the authorities declare it safe.
2.
Inspect the house for structural issues and potential hazards like loose electrical wires.
3. Stay away from floodwater, which may be contaminated or carry sharp debris.
4. Clean and sanitize areas touched by floodwaters to prevent illness.
5.
Keep informed.
OTHER REMARKS:
- Keep everyone in the family informed and connected.
- Establish a designated meeting place outside the house in case of evacuation.
TYPHOON EMERGENCY EVACUATION ACTION PLAN
List down the possible scenario and survival strategies or things each member of the
family should do in case of a TYPHOON:
SCENARIOS:
1. Based on the weather news forecast, your province will soon be
experiencing heavy rainfalls and destructive winds due
to the approaching typhoon.
2. Based on the weather news forecast, your province will be
experiencing low to moderate rainfall. And the typhoon would not
be able to landfall on your province.
SURVIVAL STRATEGIES AND ACTION PLAN (Steps to be taken):
BEFORE THE TYPHOON:
1.
Monitor weather updates and announcements from the barangay. Verify whether
evacuation orders are likely.
2.
Inspect the roof for any holes and ensure windows and doors are securely locked.
3.
Pack essentials such as food, water, first aid kits, clothing, medicines, flashlights, and
portable chargers.
4. Move the car to a secure location or garage, away from trees and flood-prone areas.
5. Fully charge phones and battery packs. Keep flashlights and batteries handy in case
of power outages.
DURING THE TYPHOON:
1.
Avoid going outside, especially near windows and doors.
2.
Turn Off Power if Necessary
3.
Keep a battery-powered radio or charged phone to receive continuous updates and
evacuation alerts.
4.
Keep in contact with family members and let them know where you are or if you’re
moving to a safer part of the house.
AFTER THE TYPHOON:
1.
Don’t leave the house until authorities confirm it’s safe to go outside.
2.
Carefully inspect the house for structural issues, broken windows, fallen trees.
3.
Safely clean and disinfect areas affected by floodwaters to prevent illness.
4.
Stay together.
5.
Reach out to relatives and loved ones to check if they’re safe or if they need any help.
OTHER REMARKS:
Since we have pets, it's essential to ensure they're safe indoors during emergencies. We need to
have a plan in place to either keep them secure at home or take them along if we need to
evacuate.
VEHICLE COLLISION EMERGENCY EVACUATION ACTION PLAN
List down the possible scenario and survival strategies or things each member of the
family should do in case of a VEHICLE COLLISION:
SCENARIOS:
SCENARIO 1: A car drives off the road and hits our house.
SCENARIO 2: A crash happens nearby, sending debris toward our home.
SURVIVAL STRATEGIES AND ACTION PLAN (Steps to be taken):
BEFORE THE VEHICLE COLLISION:
1.
Make sure all windows and doors are locked tight.
2.
Pick a safe room in the house where we can all go if something happens.
3.
Keep an eye out for any dangerous driving around our area.
4. If we’re outside, make sure to keep a safe distance from the road to avoid any potential
danger.
DURING THE VEHICLE COLLISION:
1.
Quickly move to the safe area and away from the spot where the car hit.
2.
If possible, get low to the ground to protect yourself from any debris that may fall or be
thrown around.
3.
Move away from any windows to avoid injury from shattered glass or flying debris.
4.
If it’s safe use phone, listen for information about what happened outside. This can
help you know when it’s safe to leave your safe area.
AFTER THE VEHICLE COLLISION:
1. Look for any bumps or bruises on yourself and family members. Help if anyone is
hurt.
2.
If the house is damaged or there’s a gas smell, get out fast using the escape route.
3. Call emergency services to report what happened and ask for help.
4.
Be careful of broken glass or and debris as you leave.
5.
Make sure the dogs are also okay.
OTHER REMARKS:
Our house is near the road, which is why it is highly possible for this kind of danger to happen.
