As a VLE, you are now at the forefront of empowering your community with
digital services and bridging the gap between government and citizens. This
kit will guide you through your roles and responsibilities, the functioning of the
Digital Seva Portal, and how to manage and deliver services effectively.

Sanjay Kumar Rakesh is the Managing Director and CEO of the Common Service Centre
Special Purpose Vehicle (CSC SPV). He has over 30 years of experience in government
service. Here's some more information about him:
Mr. Rakesh was the Additional Chief Secretary of the Government of Tripura, and the
Joint Secretary in the Ministry of Electronics & IT. He led initiatives for Make in India in the
electronics sector.
He is also a director of NIXI-CSC DATA SERVICES LIMITED, CSC E-GOVERNANCE
SERVICES INDIA LIMITED, TRIPURA POWER GENERATION LIMITED, and NATIONAL
INTERNET EXCHANGE OF INDIA.

 About Common Service Centres
The Common Service Centres (CSC) are an integral part of the Digital India
initiative, aimed at transforming India into a digitally empowered society.

They are access points for the delivery of Digital India services to rural and
remote areas across the country and contribute towards the fulfillment of the
vision of Digital India and the Government’s mandate for a digitally and
financially inclusive society.

CSCs offer assisted access to e-services in India, focusing on enhancing


governance. Apart from delivering essential government and public utility
services, CSCs also deliver a range of social welfare schemes, financial services,
educational courses, skill development courses, healthcare, agriculture
services, and digital literacy.

As a Village Level Entrepreneur (VLE), you play a crucial role in connecting the
digital world to your community. You are the primary contact point for citizens
accessing digital services at the local level.

The Digital Seva Portal is the official platform for VLEs to access a wide range of
services under the CSC scheme. This user-friendly portal allows VLEs to govern
services in real-time, ensuring transparency, efficiency, and seamless
transaction management.

Through DSP, one can govern various services that includes government-to-
citizen (G2C) services, business-to-citizen (B2C) services, banking and financial
services, state-centric services, and several more.
