Utilization of DCP Packages for
eLearning Cart (eLC), Smart Television
(STV), Laptop for Teaching (L4T) and
Laptop for Non-Teaching (L4NT)

Policies Guidelines in the Utilization of DCP Packages for eLC, STV, L4T and L4NT

1. The Department of Education Computer Packages


(DCP) Program is one of the priority projects of the
Department under the Information and
Communications Technology Services (ICTS). This
project aims to close the gap between learning
requirements for the digital age in public schools.
2. To fully utilize the said project, division-level policies
and guidelines shall be established. This is to ensure
the utilization, maintenance, accountability, and
security of the packages. This will also ensure to
maximize the full potential of these equipment to its
intended use, for our teachers and learners.

3. Therefore, establishing the following policies and


guidelines:
Purpose and Objectives: The primary purpose of the DCP
Packages is to enhance the quality of education through
the integration of technology in teaching and learning.
a. Accessibility: Intended users of the DCP Packages shall
not be limited to the intended recipient provided by the
Central Office, schedule of utilization shall be in place and
posted at the door or entrance to ensure that there is no
overlapping of use. School ICT Coordinators shall manage
the utilization and ensure the proper scheduling of the
DCP packages.

Inventory and Management: School Property


Custodians shall be responsible for the inventory and
management of DCP Assets in accordance with GAM
every end of the school year inventory.
Responsibility Assignment:
 Specific packages shall have specific personnel
assigned.
 School ICT Coordinators shall ensure proper use of
the DCP packages and report any misuse to the
division ICT unit for proper action.

eLearning Cart
Users: All teachers and students can have access to the eLC.
Policy Guidelines:
 eLC Packages shall not leave the ICT Room or any
designated room.
 Laptops shall not be carried outside the designated
places.
 All laptops must be accounted for in two (2) learning carts
before leaving the packages/room.
 These laptops must not be used for administrative
purposes.

Smart Television (STV)


Users: All teachers and students.
Policy Guidelines:
 STVs are highly encouraged to be installed in a
secure classroom.
 No television set should be placed in the office of
the principal or in other places. It should be used
for instructional purposes.
 It shall only be used for academic purposes.

Laptop for Teaching (L4T)


Users: Teachers.
Policy Guidelines:
 Laptop for teaching shall NOT be used for
administrative tasks and any other related school
functions. It will be used solely for teaching only.

Laptop for Non-Teaching (L4NT)


Users: Non-Teaching Personnel, School Heads.
Policy Guidelines:
 Laptops shall be used for school-related and
administrative activities and NOT for personal use.
Upon the transfer to any school other than the
current school, the laptop shall be returned to the
school.
Maintenance, Sustainability and Security

a. Maintenance of damages shall be covered by the school allotting


portion of the School MOOE for the repair of the said packages. It
shall be incorporated in the SIP (School Improvement Plan)
b. The Division ICT Unit shall conduct monitoring through regular visits
for maintenance checks to ensure equipment are in good working
condition.
c. Regular Maintenance: Schedule regular maintenance checks to
ensure that all equipment is in good working condition. The school
head shall ensure that regular maintenance checks are conducted
regularly through their school ICT Coordinators.
d. Security Measures: Schools are required to enforce maximum
security measures to prevent theft, damage, and misuse of the
equipment such as the provision of security guards/watchman and
installation of door and window grills.
