The embedded resource should be conditioned on using the vssdk tool - https://github.com/dotnet/roslyn/blob/main/src/VisualStudio/IntegrationTest/Harness/XUnit/Microsoft.VisualStudio.Extensibility.Testing.Xunit.csproj#L42

Is that enabled in the VMR build
