V. RATIONALE
On November 8, 2021, a resident of Purok Acacia, Dalapitan, Matalam, Cotabato reported to the
Office of the Municipal Agriculturist that some of his pigs are sick. Immediately, the Municipal Livestock
Inspector of the OMAg took blood samples for surveillance and monitoring and were sent to the Regional
Animal Disease Diagnostics Laboratory in General Santos City.

On November 10, 2021, the result from RADDL was released and the blood samples tested
positive to African Swine Fever. In compliance with the guidelines on swine depopulation after ASF
confirmation in accordance with Administrative Order No. 22 Series of 2020, the Incident Management
Team together with personnel from the Office of the Provincial Veterinarian conducted an immediate
depopulation of swine within the 500 meter radius from Ground Zero. The culled swine were then buried in
the site within 500 meter radius to prevent any spillage of virus contaminated materials during transport.
The Surveillance and Monitoring Team simultaneously conducted blood sampling outside the 500 meter
radius to support the decision related to extension or cessation of culling properly observing the prescribed
cleaning, disinfection and reporting.
To further contain the virus, the LGU has decided to implement the following measures:
1. Putting up of veterinary quarantine checkpoints to prevent the entry and exit of swine and all
