CONDUCT COMPETENCY ASSESSMENT

After setting up the AC venue and before the CCA Demo start:

Give the following documents to the Designated AC Manager (one of the TM


Competency Assessor) for checking the following:
o Evidence Plan
o Ratings Sheets for Demonstration
o Written Test (if applicable)
o Answer Key
o Specific Instruction to the Candidate
o Ratings Sheets for Oral Questioning

Give the ADMISSION SLIP and let it sign by your Designated AC Processing Officer
(one of the TM Competency Assessor). Received and give it to your candidate before
the conduct of your CCA Demonstration

Give the following documents to the Designated TESDA Representative (one of the
TM Competency Assessor) for checking the following:
o Attendance Sheet
o Accomplished Application Form, Self- Assessment Guide & Consent Form

Received all the Documents from your TM Competency Assessors after checking.

As a competency assessor, you must provide a supportive environment before


starting with the assessment activity. You must ensure that the environment is
suitable for the assessment and the candidates are relaxed and not apprehensive.
As soon as you have admitted the candidates, say:

 Is everyone here understand English as our medium of instruction?

1) AS AN ASSESSOR ESTABLISH THE CONTEXT AND PURPOSE OF ASSESSMENT


The Assessor- must familiarize self-assessment guide w/ the qualification or unit
of competencies to be assessed.
Ensure that the assessment site complies w/ the relevant occupational health
and safety requirements
Ensure that the assessment resources are available
The assessor must ensure that the tool, equipment, and facilities are ready and
available in the assessment site before the assessment starts
 “Yesterday, I have checked the facilities, equipment, tools, and materials
if they are functional, complete, and safe and review the assessment
procedures. I also coordinated with the AC manager and AC
processing officer prior to the conduct of this competency
assessment”

3) Prepare the Candidate


 I am ___Your Name_______ your competency assessor for QUALIFICATION.
 I would like to acknowledge the presence of our AC Manager- Sir _______;
TESDA Representative- _________, they are here to oversee if the Conduct of
Competency Assessment is in accordance with the procedures and
methodologies of TESDA,
 As I call your name please come here in front and bring your admission slip,
(your valid ID for verification of your identity) and sign the attendance sheet.
 I have here w/ me your accomplished application form w/ Self-Assessment
Guide and Consent form this is an indication that you can perform all units of
competency enumerated in Qualification.

4) Conduct Orientation
 I would like to welcome all of you to our Assessment Center for QUALIFICATION,
this assessment is to determine the level of your competency.

 “The purpose of this assessment is to determine the level of competency of the


candidates and for your CERTIFICATION.” “Some of you for Career Development,
Personal Development, Employment Abroad, etc.”

 The qualification name is a Project Type training qualification compose of 4


basic competencies, 6 common competencies and 4 core competencies which
are the

 Carry Out Minor Vehicle Maintenance and Servicing


 Drive Light Vehicle
 Obey and Observe Traffic Rules and Regulations
 Implement Accident Emergency Procedures

 As an assessor, I will observe and evaluate your underpinning knowledge,


underpinning skills and attitude based on the set standard of QUALIFICATION.

5) TASK TO BE PERFORMED AND EVIDENT TO BE COLLECTED


 I will collect evidence through Written Test, Demonstration, Oral Questioning.
This assessment method can help measure your underpinning knowledge and
skills.
 These 3 assessment methodologies have its time allotment. You will be given #
of hour for written and # of hour for demonstration, and I will ask 2 or more
question on Oral Interview portion

6) PERSONAL NEEDS
 For your personal needs the comfort room is located at the end of the hallway.
 If you want to take your meal, we have a canteen outside the assessment
center.
 However, during the assessment, you are not allowed to leave the premises of
the assessment center.
7) ALLOWABLE OR REASONABLE ADJUSTMENT WHEN APPLICABLE
 If you have difficulty in understanding the given instruction, please don’t
hesitate to call my attention because I am willing to explain and translate it for
you.
Explain: 1. Language, 2. Religion 3. Culture 4. Health condition 5. Disability

8) DO’S AND DONTS DURING ASSESSMENT


 If you have concerns, questions and there’s a need for you to clarify the matter
concerning the assessment you may asked for I am willing to assist you. But once
the assessment started, please refrain from asking questions because it is no
longer allowed
 Please refrain from using cell phones, including taking photos, posting on social
media, or any other online activities during the assessment.

9) ISSUANCE OF NC/COC
 If you pass the assessment and your result is Competent, your E-NC will be
immediately sent to your email by the end of the day. If you require a certified
true copy of your NC, you may request one from our TESDA SarGen Provincial
Office. Just bring your Competency Assessment Results Summary (CARS), which
will be provided to you by our assessment center manager at the end of the
competency assessment, along with ₱80.00 for the application fee.

10) REASSESSMENT PROCEDURE
 If found not competent- don’t worry about it you can be reassessed anytime at
your own convenience.
 Project Type- In case the reassessment is full qualification you must
undergo the whole assessment process
 IF you fail 2 consecutive assessments, you are advised to take a refresher course
before applying for reassessment.

11)Rights and Appeal system


 In case you have any question regarding the assessment result you have the
right to appeal, you can submit your appeal to the TESDA Provincial Office where
the assessment center and the assessor are accredited.
 You can write and address your Appeal Letter to our AC Manager- ______,
TESDA Training Center- General Santos City.
 You can write and address your Appeal Letter to Engr. Alfredo V. Panuela Jr,
Provincial Director of TESDA SarGen Provincial Office.
 If you want to raise to higher TESDA Operating Unit you can write and address
your Appeal Letter to Jerry G. Tizon, JD, Regional Director of TESDA Region XII.
 Still, if you want to raise to higher TESDA Operating Unit you can write and
address an appeal letter to Jose Francisco “Kiko” B. Benitez, PhD, Director
General of TESDA.

12)OCCUPATIONAL HEALTH AND SAFETY REQUIREMENTS


 For OSHS, kindly observed proper knife handling. If in case accident occur,
please call my attention right away so that proper first aid will be administered.
In case you need a first aid, we have a first aide cabinet at the right side of the
hallway

13)CONFIDENTIALITY OF ASSESSMENT OUTCOMES


 With the result of your assessment, we observe strict confidentiality this is to
ensure your integrity, this result is only made available to the right personnel
and to the institution were had your actual training.
 In relation to this, the assessment package is placed in the secured place, to
guarantee the integrity of the assessment package.
 Please do away from giving any form of information that took place in the
assessment process.
14) As you can see, we have an audio and video recording system in place to monitor
the assessment process. This recording is part of TESDA's strict standards to
ensure integrity and compliance in the assessment and certification program. By
signing the consent form, you have agreed to this monitoring, as required by the
Data Privacy Act of 2012, or RA 10173, and its implementing rules.

15) PROVIDE EACH CANDIDATE OF A COPY OF “SPECIFIC INSTRUCTION TO THE


CANDIDATE”

 If you don’t have any questions or clarification, then I am going to give you a
copy of “Specific Instruction to Candidate” please read them carefully and if you
have questions, please asked it now. I may be able to translate it to English to
your local dialect. If you need assistance, I will be more than willing to assist you.

16)COLLECT THE EVIDENCE AND MAKE THE ASSESSMENT DECISION

17) Perform Written Test, explain the instruction before taking the exam (How to
answer, Total items, Passing score, and duration) “Time check is ___, you will be
finish on or before ____, you’re timer starts now!”

18) Perform Demonstration (Identify 1 task or 1 critical aspect of your competency


that is for AREAS FOR IMPROVEMENT)
 Have you read the “Specific Instruction of Candidates once more”. Do you have
any questions, you may ask it now. When assessment starts, you can no longer
asked. Please be informed after the demonstration there will be oral
questioning.
 Ok you may begin.
 To simulate the assessment process, the candidate will be shown performing the
task. (You must record the performance of the candidate on the Rating Sheets
for the demonstration.)
19) Perform Oral Questioning/ Interview. (Build Rapport by asking some questions
before performing oral questioning/ interview)
 Ask at least 2 questions. (You must record the candidate’s answers
(keywords) on the Rating Sheets for oral questioning.)
20) Record on Rating Sheet details of evidence collected, and judgement made
about the candidate’s performance.

21) Provide FEEDBACK (CLEAR and CONSTRUCTIVE)


 POSITIVE FEEDBACK. Candidate 1 . How was the assessment? My observation
coincide with your opinion , you were able to answer all oral questions
correctly, that includes your written test result But there are areas of
improvement such as the plating. Overall you are competent. Please sign the
CARS. And your Rating Sheet. You may receive your E-NC within 24 hours on
your e-mail.

 NEGATIVE FEEDBACK: Be positive without raising falls expectations suggest


further learnings and practice to fix the gaps…………………Candidate1. How was
the assessment? Please sign this CARS and Rating sheets, If you are not satisfied
with the result of the assessment, you may file a complaint or an appeal to the
TESDA provincial office, where your Assessor and Center are accredited. Do you
have any questions?

20) POST ASSESSMENT


 Submit to AC Manager assessment Report
 AC Manager to PC to accomplish RWAC
 PC ask AC Manager and Assessor - sign documents
 PC to Tesda Rep
 TESDA Rep to the TESDA Provincial Office
