This pull request updates the CI configuration in .ci.yaml to mark the Linux_pixel_7pro platform_views_scroll_perf_impeller__timeline_summary test as stable. By removing the bringup: true flag, failures in this post-submit test will now be considered blocking. This change is based on the observation that the test has been running without flakes recently.
