Warn when the flag is passed, and prompt to file an issue if disabling is required for a web development workflow. The flag is enabled by default. It is still functional, but will be removed in an upcoming release.

Code Review
This pull request deprecates the --web-experimental-hot-reload flag. It introduces warnings when the flag is used, updates the corresponding help text, and adds new tests to verify this behavior. The changes are logical and well-tested. I have one minor suggestion for code simplification.
